VISTA, San Diego County — October 23, 2026. Homeowners planning to rent a Vista residence to guests for a few nights must understand the city’s short-term rental permit system. The official City of Vista short-term rentals page says the local ordinance took effect July 1, 2024. Operators need a valid permit to offer qualifying short stays, and must report and remit Transient Occupancy Tax quarterly.
What counts as a short-term rental?
Vista’s licensing program covers qualifying rentals for stays of 30 consecutive calendar days or fewer. Owners or their authorized agents apply through the city’s online portal, which also supports payments and tax account management. A private listing-platform profile does not establish that the property has a valid city permit. Owners should verify their actual permit, property zoning and any required neighborhood contact arrangements before advertising.
Can a homeowner rent an ADU nightly?
No, not through the city’s STR program. Vista expressly excludes accessory dwelling units authorized under its ADU provisions from qualifying as short-term rentals. It states that ADU rental terms must be longer than 30 days. This affects financial projections for someone who wants to construct a backyard unit primarily for weekend guests. A prefabricated unit seller may not know local restrictions and cannot authorize an illegal use.
What’s different about the tax reporting?
The city requires quarterly reporting of transient occupancy tax for qualifying nights rented to guests. Keeping an STR permit and completing tax filings are separate responsibilities. Property managers should retain booking history, receipts and relevant records, and verify how the tax is collected if a booking platform processes payments. Ask the city’s Finance staff whether any no-activity reporting is required for a particular account rather than guessing.
Why verify the city limits?
Addresses near Vista can be in unincorporated San Diego County or other jurisdictions. The local Vista STR ordinance applies within Vista city limits, not every property bearing a Vista mailing address. The city’s online portal and permitting staff can help determine which rules govern the property.
How to find current requirements
Start with Vista’s official permit and tax guide, not an outdated social-media checklist. The city website has moved to the vista.gov domain; older cityofvista.com email addresses are no longer active. For complaints about an existing rental, use the city’s official reporting procedure rather than posting private details about guests.
